Lots of potential! Personally i think you should experiment with the foreground, move or remove the bushes and have some silhouetted figures in the immediate foreground to break up (frame) the image. Could bring one of the distant airships into the mid-ground above the water? Might tell some more of the story, their technology ect? Also the water might pop with some reflected highlights from the bright sky? Hope this is any help! All the best.

I've changed the image a bit differently but thanks a lot for these, definetly something I need to think about when making images like these.
